Actually, most states in America participate in the Interstate Compact Agreement - which permits states to send inmates from one state to another. I can't tell from your post whether you live in Los Angeles or Louisiana, but you should know that Louisiana's states laws are different, because they are based upon the Napoleonic laws, not the English common law that the rest of the US is based on. May sound like a silly thing, but it can make a big difference.
The first thing I would do is contact the prison authorities in PA and ask if they participate in the Interstate Compact Agreement. If so, your brother can go ahead and begin the paperwork himself. There are often costs for this, such as your family having the pay for the transport costs of your brother and escorting prison officers, but if that's worth it to you, go ahead and get the ball rolling. Lawyers (pronounced liars) are traitorous double-agents of the criminal organization(not 'the people' but 'persons') that semi-secretly occupies this countrys government.

Contact your state bar association. They can direct you on who to talk to, if you can talk to anyone on that subject. If he's incarcerated in Penn, you may not have any luck in getting him transferred. It all depends on the jurisdiction of the case. But hey, ask them and see what happens.

See if there is a law school in either state that has free legal clinics. They might be able to give you some free, competent advice at least.

If he is in Federal custody, a transfer is possible, contact the Chaplain at his current facility.
If he is in a state facility, I'm sorry, but you're flat out of luck, at the state level, you do your time where you did your crime.
