are only allowed so many gig's and they are trippling what we are allowed so my bill is going thur the roof. Any suggestions

If you're technically minded, you could tryout a piece of software called a Bandwidth Limitor, such as this one:

Essentially it lets you monitor how your network connection is being used, and limit it in some way. To use it precisely is a technically advanced thing to attempt. For example, if you knew that you're kids were using a particular piece of software (like BitTorrent or e-donkey) it's possible to tell the program to recognise signals from that software (by the IP port number it uses, for example) and block/limit it specifically. However, it should be quite easy to put in a rule like "block the connection after 100 megabytes a day" or something without having to know that much about networking.

If you don't mind me saying, I get the impression that you're kids are more computer literate than you are. The issue you have is that any kind of modifying you do to the system to control your kids, they can undo. Even shutting down software that needs a password to be controlled can quite easily be done by someone who knows what they're doing (by using the Task Manager to terminate the program directly, for example).
What you want to do is, take the fight out from where you and the kid are equals (i.e. the computer) and into somewhere where you're in control, tell them they can only use the computer for X hours a day, or that they need to stop downloading so many things otherwise you'll simply cancel the connection entirely. Without telling them, look at the programs they use to download things and try and figure out where those programs save files to so you can keep track of what they've gotten. The software may also have a log or history that lets you see what it's been doing. Don't tell your kids how you know what they're doing though, since just about any way you can think of to spy on them can be countered in some way (i.e. By erasing the logs or constantly changing where programs save things)

You can download a firewall which monitors the connections and you can restrict that application from connecting to the internet. The firewall can be locked with a password and that applicaion can be totally not allowed to restrict the net till you unselect the option.

lol get rid of their PC's until they promise not to DL anyhting...then change the security settions (in your browser, up at the top, there's a thing called 'tools'. hit options and find the security part. then block all DLs. I'm using firefox so it might b different for you) Then make them work off the money that they costed you by doing household chores that they don't usually do.

yes there is. you need to make a new accout for your children and keep them locked out of your main one. when you create the account make sure to disable file downloading on that account and they wont be able to suck up your precious bandwidth. also, if you have xp pro then you can simply password protect any attempted file downloads. hope this helps.

Ban them from visiting certain websites that have downloadable games. Or make them ask you for permission before they download anything; make sure that you get a good look at what they're downloading before it goes onto your computer.

If you use Internet Explorer you can change the security settings to stop all downloads.

If you are talking about on a cell phone, turn contact your service provider & have the internet turned off on their phones. If you are talking about on your computer, don't give them access to the internet on the computer without supervision.

4- change what you want in the custum level
