Years ago, even in Canada, toilets were charging a penny.
hence the term, I'm going to spend a penny, in reference to going to the bathroom.
In Italy, a lady stood in most public toilets and collected payment of about 5 - 10 Euro's if you wished to use the facility.
There was no toilet seat, the placed stunk like high heaven and I don't really know what the lady did, other than sit in the stench and give evil eyes to those who paid too little.

When I was a child I remember some costing like a dime to open. I don't know why it didn't work? I guess you could crawl under the stall if you were desperate and didn't have any change. lol
But look what you get sometimes. Yukkkkkkkkk! I'd never sit on a public toilet seat. I got physically sick once after having to use one in a convenience store. It was so nasty. I'm a germaphobe so maybe it's just me.

It's part of the public service of the government. People need to pee and poo and those who don't have the money to get into pay toilets need to go to. The rest of society would rather have a clean and urine-free smelling sidewalk rather than bask in everyone else's filth and stench.

I undergo in innovations being 5 years old and attempting to climb below the door to apply the bathroom yet getting caught because of the fact the gap between the door/ floor became too small. Well, it would be gross if everyone went in the street, so keeping it free prevents that from happening with those who couldn't afford to pay. I think it's important for human decency.

They may seem free but they are NOT!
Tax payers pay for them to be there and to have them cleaned out.
