Yes, you can represent yourself in court. If you are suing for $200,000, you will file in the United States District Court. There are rules you need to follow, so you should contact that court and see if they will provide you with a copy of the rules. Otherwise you will need to go to the law library and get them there.
However, unless you have an extensive legal background, you should hire an attorney. $200,000 is a lot of money, and clearly, the person you are going to be suing was crafty enough to extract it from you. What makes you think they're not going to be crafty enough, or hire a lawyer crafty enough, to get by with it? An attorney is going to charge a percentage of recovery, but if you pray for attorney fees in your petition, that can be paid by the defendant if you win so you end up with your full $200,000.
If fraud was involved, talk to the federal prosecutor. If they've scammed you, they've probably scammed other people, and having them prosecuted criminally would not only help your case, but would also help keep them from stealing from other people.

you wouldn't want to. there is too many things you might not say or do that a lawyer knows about. it could make you lose your case. the court doesn't give you any mercy just cause you represent yourself. your best chance is a lawyer. don't chance losing 200,000 to inexperience.
