While Adolf Hitler had laid out his ideas of "ethnic cleansing" in Mein Kampf, the idea for the systematic extermination of Europe's Jews was not finalized until early 1942.
The plan was developed at a conference in Wannsee, a suburb of Berlin, in January 1942. It was organized by Reinhard Heydrich, deputy SS Minister. The meeting lasted 85 minutes.

The depth of his malice and his intent were made clear while he was incarcerated after the 1923 uprising. He dictated his rantings to Hess (In brief: Rudolf Hess (1894-1987), Deputy Führer and considered to be the number 3 man in Hitler's Germany after Göring. Hess was a somewhat neurotic member of Hitler's inner circle best known for his surprise flight to Scotland on May 10, 1941 in which he intended to negotiate peace with the British, but which resulted in his capture and long term imprisonment.)
However, The methodolgy of the final solution was not devised until 1942. HBO Films made an amazing and painful movie called Conspiracy about the meeting at Wanasee.
Here's the HBO synposis:
January 20, 1942.
A snowy winter's day at an ornate mansion in Wannsee, on the outskirts of Berlin. Inside, SS major Adolf Eichmann (Stanley Tucci) oversees a phalanx of butlers and adjutants. Their task is to prepare a sumptuous buffet and bar for a group of Nazis expected for a top-secret meeting.
One by one, high-ranking members of the Third Reich - some in SS uniforms, some in non-military government outfits, others in civilian clothes - arrive in chauffeured vehicles. The last of the 15 to arrive, and the one with the biggest limousine, is Reinhard Heydrich (Kenneth Branagh), director of Reich Security Main Office and head of the Protectorate. Entering the reception hall, Heydrich commands instant respect among the guests: he's the highest-ranking member of this group, and has been appointed by Reichmarshal Göring to initiate this meeting and map out the details of a "final solution" to Germany's Jewish "problem".
Over the next 90 minutes these men will determine the fate of millions of people throughout Europe, and when the meeting ends, the Final Solution will have just begun.

The Final Solution was a fully developed plan in 33.
Jesus's mission was to rule or ruin the Jews. When he learned he could not rule them he took his army to Jerusalem with the idea of killing all Jews. The reason that Jews were given Israel after wwii is that the NAZI's want to get as many Jews as possible in one place. The Final Solution has not yet been finalized. In the middle east conflicts Israel is the target because Jews have always been the target.

No, Hitler was always opposed to the Jews and wanted to clear them out of the territories he conquered. But before 1939 many Jews were able to leave Germany and Austria. The Final Solution was only brought into action in 1942 to exterminate all Jews using industrial methods because the previous method of shooting them wherever they were living was taking too long and adversely affecting the soldiers who had to do the killing.
