Mediation services are often more effective and rather inexpensive than suing, if you are dealing with a dispute.

If you've just been blatently skinned for your work, the most productive thing to do is move on. If you're still steaming about it, you can report the abuser to any group that may have influence over them (Better Business Bureau, local Chamber if they are a member). It may just make you feel more accountable and dignified.

If it's still really burning you, and there's not an economically feasible legal solution, I'd suggest Gandhi's autobiography. Seriously. This guy taught people how to get their way when there wasn't a legal structure to give it to them. It's an exploration of truth, dignity, and justice that may calm your nerves. (I.e., if its the fact that your dignity as a professional and as a human being seems to be at stake, then the lesson here really isn't how to get your money, but how to stand up for yourself always)

Check out Small Claims Court, especially if you have anything in writing ordering you to do the work.

There is probably leagel action you can take if you made an agreement to be paid. Other then that, just refuse to do any more work for that business.
