if i had a problem with a law or something that maybe trying to pass as a law and i wanted to write my opinion and maybe get a bunch of peoples signatures to send with that letter... who would i send it to first to get it to congress do i speak to my Major or the govenor how do i get it to them so they can read it.

Depends on the law: local, state, federal? We have the right to "petition for the redress of grievances." You could collect some like minded people and start a petition drive, which could be presented to the appropriate legislative body, possibly through your individual elected representatives (as voting constituents, they would be likely to at least listen briefly). They could in turn be requested to introduce legislation to put your desires into law. If you have LOTS of money, you could hire a lobbyist to deal with the elected officials. This tends to be a long, frustrating process, but if it's worthwhile, go for it!

What country / city / state do you live in? The laws (and process) will be different depending on where you live.

If you want it heard in Congress, you'll need to get it to your congressperson. The mayor or governor can only get it to state level.
