Take the opportunity to sing at every occasion - weddings, christenings, etc.
Have lessons, or consider going to stage/drama school, even if it's just for the contacts you will make.
Audition for talent shows, singing competitons, karaoke nights.
Join a band - great way to get noticed if you have a good reputation, and also helps build up your experience.
You could check out 'The Stage' newspaper, which often has advertisements for singers in the back if you want to go solo. This is how the Spice Girls got recruited!
Do you love singing, or is it just that you want to be famous?
Some professional singers make a reasonable living out of singing but aren't famous at all. Just something to think about!

Someone in the UK used to sing live on their web page for a certain amount of time each day (don't know how much) the tv stations got to hear about it did a short report about it and now this girl (don't know the name) has a hit record.

try some local singing contest. Then someone will see you and if you win that contest and you are really good... you will noticed.
