When i get an e-mail that I am unsure about, I do a Google search on the subject or the name of the sender. They are generally frauds. If the e-mail is saying you won a lottery in England it is fraud. You can also go to snopes.com and search their site for the subject of the e-mail.

Depends on what they are selling. Try RipOffReport.com to see if anyone else has dealt with them.
Another thing to look for is any payment page that starts out as "http:" you want secure websites so look for "https:" I once tracked a fake Kmart camera sale site down by using that, then called Kmart and reported the site. Did Kmart reward me? nooooooooooooooooooooooooooo, but kcameras.com was gone next day.
