For safest security---- Your state's Dept. of Health Bureau of Vital Statistics. Go to you states website to order. You can order on line, I don't know how secure that route may be. IF you live out of your state, your parent can walk in and order for you. You can walk in yourself call or ask what you need to obtain it .

I just want to say WOHT is right.
The Civil Registrar (Registro Civil) is a municipal government department. Newborns are registered in the Registro Civil of the municipality in which they were born.
If the person was registered at the Registro Civil, you can request a copy there. They have it ready for you in around 15 minutes.
