Yes. There are cacosmia (you keep smelling disagreeable things even if in the reality things don't smell that bad), anosmia (you smell nothing at all)

Some people are sensitive to smells and others can't smell at all. So, yes.

Hmm I dont think so, unless you count the sometimes when you get sick like a cold or something, and it keeps you from smelling stuff sometimes.
