First you need the picture, if it is a hard copy you will need a scanner, if it is digital you need a card reader (or some digital interface).
Most scanners come with software that will help you organize your pictures.
As far as digital you should use windows explorer to copy/paste the pictures where you want them.

You see, by telling that you want to store your photograph in the computer, what you actually mean is that you want a soft copy i.e. a computer file (either a .bmp or a .jpg file) of yourself. This can be done in many of the following ways:
1. If you have a photograph (on paper from a photograph studio) of yours, you can go for a scanner. Just scan your photograph and voila!!! you have a digital soft copy of your photograph.
2. If you have a digital camera, just take your photograph with that. After that you can connect that camera to the computer and transfer it from there into your computer's hard disk.
3. If none of the above works, you can go to any local digital photo studio and tell them to give you your photo in digital format on a CD or a Floppy Disk or any other storage medium.
As per your next question, when you tell downloading a file into your computer you actually mean that you have the file on some storage media or the internet and you want to store that file in your computer's hard disk.
So if you already have your photograph in digital format (otherwise referred as a soft copy), then just copy it from there to your computer by using the copy - paste function in the right click menu if you use windows operating system.
If you have that file on the internet then you can download it from there by just typing its URL in a browser's address bar and when it appears just right click on it and select Save picture as option from that menu.

You store your pic as a .jpg file in any folder you wish.
Download from WHAT - WHERE?
If your pic is on a disk, just use Windows Explorer and drag it where you want it. If the pic is in a camera, use your camera software to dl it. If you have a 'real' picture, you can scan it and save it where you want.
