there are now special liners you can get that allow you to go swimming so look out for them and have a great swim.

The brown thing is just the old blood coming out. It means you're coming off your period. How long do your periods usually last? When the blood starts to go brown, the flow is usually very slow and light. It won't go in the water by your swimming costume will not look that hot if you have to wear it for a few hours. If you're worried, plead sickness and hope they believe you.
BTW, why can't you wear a tampon? If you're worried about it hurting, you can get mini ones that are designed for teenagers. The ones for light flow are small anyway. Once it's in, you can't feel it and the swimming costume should keep the string tucked away out of sight. No one will be able to tell you've got one in.

Yes, you can get into the water when that happens. If you are worried, I would just use a tampon. That usually happens at the end of your period with your flow begins to slow and stop. So, you probably only need to use a light flow or slender Tampon.
To the person who said you are a freak it that happens.....they are obviously immature and doesn't know much about these things (she's probably a little girl). That "brown" stuff that happens at the end of your period (which some people may also get at the beginning) is still blood. The reason it is brown is because it is old blood. Once your period slows you are getting rid of the last of the blood. Some people get it at the end of their period, and others get it at the beginning because their body is flushing out the old blood left over from your last period. Some people are ignorant, and don't have anytihing better to do with their sad little lives.
