After downloading and installing the JDK, and after writing a simple HelloWorld program to check everything is ok your journey to learn java begins.
To start it's best to use a simple text editor, like notepad, or PFE.
This will give you some experience in using the command line tools.
After few examples you'll need an IDE. It'll take some time to learn to use one, but it's time well invested. Go for the free IDEs like eclipse or netbeans, unless you can spend few hundred dollars to buy IntelliJ (the best IDE for me)
Start learning by following tutorials and practicing what you learn.
Get into the habit of downloading other people's sources and trying to understand what they do and why.
Participate in java forums where you can find people at the same stage of learning and commit to develop simple programs with them.
If you have any particular problems on your path to learning, just ask.

If you want to write J# from Visual Studio, it is not the official Java language. You could probably search the MS knowledge database for help on J#.

There are other sites apart from the main Java site to find code, but most would probably get you to open an account.
