The government of Vietnam has announced it is opening up the telecom sector to foreign investment and will float Vinafone and Mobifone later this year. Who are the most likely candidates to invest, pre-IPO?

You wouldn't ask the question if you knew how their government and economy works.

The blunt answer: Government officials.

Vietnam government officials are communists right up until they see money. Suddenly, they are the shrewdest capitalists you'll ever meet. I wouldn't doubt that some of the high ranking officers that they were paid off very well in stocks and/or hard cash to allow the IPO's to go through. Technically, they aren't really investing because it's a pay off and not traditional investing.

By the way.. Look at Vinamilk if you're going to invest in the Vietnamese stock market.
