We asked him to have his alarm checked because my husband, being a retired mechanic, said it shouldn't go off like that for nothing. The neighbor was very rude and vulgar and said "no" that his car had been broken into before and he wasn't about to have the alarm turned down or checked. We don't want to cause him to do something to us. So what do we do about the noise? Is it allowed since it's a car alarm?

Call the police. If his alarm is going off all the time, then either someone is trying to break into it all the time (a reason to call the police) or his alarm is faulty and is a public nuisance (another reason to call the police).
If the neighbor complains and IF he finds out it is you that called somehow (not likely), just say that you were concerned because of all the "attempted burglaries" and were concerned about his safety and the safety of the neighborhood.

No, there are still laws about noise pollution. Next time it goes off, you are within your rights to call the police. If it goes off when your neighbour is not home, it will be towed.
