then the metal leaves will repel each other because the leaves have already negative charge in them and like charges repel each other

If the electroscope is negetively charged, that means its leaf is already repeling and if we touch a negetively chared rod, nothing will happen to eletroscope. All charge will come in the metal rod not in leaf because the leaf is not metal rod. and so charge will not transfer to leaf.
