There could be several reasons; most of which have already been offered.
However, it could be that she doesn't feel like she is getting equitable treatment in the settlement. If that is the case, she may well be speaking with an attorney in an attempt to have a more equitable settlement drawn.
Or it could be something as simple as she is just being pissy in an attempt to get even with her louse of a soon-to-be-ex-husband.

Other than her not wanting a divorce the only thing that I can offer is that even if a woman wants a divorce, there is a stigma to being a divorced woman. And many woman don't want the label. This was told to me by a woman who is in the process of divorcing. My wife and I are divorcing (we signed the papers in May '06) and she was very reluctant to do so even going so far as to suggest that we stay legally separated but not to proceed with the divorce. If it weren't for her boyfriend, I would have considered this option!

Because she is extremely selfish, lazy and revengeful... At least that's the case with the woman who won't sign the divorce papers for my boyfriend of 3 years. They've been separated for 4 years... she won't give up her free healthcare... She doesn't want him back, she has said so. She doesn't even like him as a person. It's all financial for her... even though she has a college degree and years of work experience. She refuses to do anything to support herself. And we live in NY, so there is no "no-fault" divorce here, so he's stuck.... it sucks. They also have a child together, and this poor child has been stuck in the middle of arguments and discussions of this no-divorce for years now. It's awful. I feel horrible for her....

They are just not ready to let go. It usually takes longer for women than it does man. Women are more sentimental dont let go as easy. I say why make this more difficult than it is. If he does not love you anymore. Sign the papers and get it over with as soon as possible. This way you will have more time to go out and meet other people. Or if there is kids involved all this fighting will hurt them as well. Just sign the papers and move on with your life whatever you wish to do with it.

She is not ready to let go of you.
LOVE never dies. It is often damaged (but repairable) often between two people so full of PRIDE or just old laziness that it doesn't "seem" to work anymore.
Epiphany: it takes LESS effort to repair a damaged marriage, than it takes to start a new relationship.
Strongly rethink things. This woman does not want to let you go...so the one to really break-off this marriage will be you.
Consider "counselling" to fix the problems...BOTH must be willing to make changes.
Or if ya just can't see a future together...then take it to a divorce court.
I wish you LOVE

Your question implies that you don't think this could apply to men also...you're wrong. The other party may not want to sign for several reasons. The two most popular are 1. still holding on to some hope of reconciling and 2. just wanting to irritate the "ex" for revenge.

Denial! Some women just can't accept when the marriage is over! Have your attorney go to the judge; give him proof that she wouldn't sign; he'll grant your divorce anyway. Good luck!

That all depends on the situation and reason you are filing for the divorce.... If she wants the marriage to work and does not want out she just may try and hold on.

Sometimes they hold out unreasonable hope that they will get back together. It could also be for pension benefits, etc. If the husband dies while they are still married, the wife could end up with penison money, estate property, etc.

If she signs that is giving in to what he wants (divorce) when she wants something different (to be with him). option number two, to hurt him more because he is hurting her.
