Most cultures consider incest to be taboo. The early beginnings of that is because inbreeding causes disabilities, which leads to dying out of the culture.
The Amish are starting to see a rise in genetic diseases because there aren't many Amish around, so they tend to marry those who are not distantly related. This is causing a health-care crisis in their communities.
Also, the polygamous Mormon sects (not main-line normal Mormons!) have a lot of inbreeding since they are cult-like and have only a limited number of wives available to the men. The men end up marrying their neices. This is causing a lot of retardation and other diseases in their communities.
Unfortunately, many of those wives and children go into the welfare program since the fathers don't have enough income to support their multiple wives and many children. This is causing a great deal of tax dollars to go toward their care.
This isn't the case with the Amish, since they don't take part in the welfare state. They care for their own.

If you're talking about incest, I'd bet it's more common in some primitive cultures. Of course, hillbillies are known for this as well, & we in Oklahoma love to joke about this being popular in Arkansas, as I'm sure they also do about us. Also, you might be surprised to know it was, & may still be, very popular with European royalty. Royalty only felt other royalty was worthy of marrying them, & eventually all the royal familiies in Europe were basically cousins, but they also felt these other people were the only ones worthy of marrying them. So, you get inbreeding. If you don't believe me, just look at Prince Charles. Do you think he looks like such a goober by accident? When I was a kid, I thought inbreeding would give you blue blood for this reason, & often wondered if hillbillies had blue blood. The things kids think!

Rare in all, except hillbilly culture, where they all seem to be inbred.
