Tasers are being used on citizens and animals for minor reasons.

Taser should be used if people are not following the orders of the police officer, and putting the officer and/or civilians at risk.

Animals don't obey police orders, so of course they need to be treated so that they don't injure anyone. A taser does that without killing the animal.

Would you rather they shoot bullets?

I watched the video but couldn't really tell what was going on. What did the dog and the woman do to get tasered? However, in answer to your question, if the police or public were in danger of being really hurt then they should have used one of those loop things on a pole (like the humane society uses) to get the dog and they should have been able to restrain the woman with tasering her. I think when force is needed the police should be allowed to use it but in some cases they get carried away with how much force they really need to use. But as I said earlier I really couldn't tell what had happened.

Police officers do not have the right or duty to electrocute anyone, so they don't. If a person dies as a result of being hit by a taser, it's an accident.
My advice - - - don't put yourself in a position where you have to be stopped by a taser. If you're ordered to stop and put your hands up. do it quick as possible.

If an officer uses unnecessary force he is in violation of the law. Tasers are an alternative to deadly force. Would you rather the officer tasered a suspect or shot him?

Only if the police officer is in danger from this person! That is ridiculous! They should be charged with assault and battery for tasering people who are not a threat to their safety.

They should only be used on people who threaten them with a weapon.
Not to subdue a drunk or obnoxious person who's resisting arrest. They should be trained to make arrests without a taser.
If the suspect has a gun they should use deadly force not a jolt of electricity
They especially should be banned in jails where the gaurds would abuse them and use them to torture the prisoners.

Yes, as long as the officer feels his/her life is in danger and they follow their department's policies and procedures.
