The Red dot as you say is called a bindi or bindiya. Normally married women wear a red bindi or a maroon color bindi depending which part of India she is from also remember though some muslims and christian wear a mangalsutra too as a sign of being married, a mangalsutra plus a red bindi is worn only by hindu women (married).

A powder acquired out of turmeric if put on the forehead just where you part your hair, that is a 100% sign of a woman being married and is not single and that pwder is called kumkum. Bindis are not just red dots they come in variety of designs, colours and shapes, try searching 'bindi' on google or yahoo and go to the images section I am sure you would feel like wearing one.

If the red dot is on the point where here hair starts, it means she is married. If it is more near the eyebrows, that is not so.

The one near the eyebrows is called a bindi and at present, it is just part of makeup. But previously, there were beliefs that a woman should wear a bindi to cover the third eye.
