Sounds like a worn valve guide or oil seal to me. One the egine is turned off ,the oil seeps down onto the spark plug and fouls once you run the engine. Auto parts do sell anti oil fouling plugs. Just buy 1 and try it out on #3. The electrode is covered by a shield which keeps the oil from seeping onto it. This will work for a while until the seal is replaced.
One last question. When you 1st start the engine, do you see blue smoke at the tailpipe until it warms up? This is the sign of a worn valve guide or seal. Have high mileage on this truck? Havent changed the oil as often as you should have? This all leads to the same problem. You can also change your oil to a heavier weight. Try 20W-50W oil. You can also try 1 quart of "Lucas" oil engine sealer. This will reduce the oil burning and any leaks that you may have. Look for it at Auto Zone...white bottle

Apparently you mean oil on the outside of the spark plug where the wire connects to it. If so, the valve cover is leaking oil into the spark plug well and making your misfire worse. You need to change your spark plug wires. If you, in fact, took the number 3 plug out of the cylinder head and it had wet oil on it, then you obviously have an engine problem like a bad piston ring.

How many miles are on your vehicle? Sounds to me like you may be getting some blow-by past your piston rings. Should only happen with a higher milealge engine. You can try putting in a thicker oil. That's not the right way to correct the problem but it'll take care of it long enough to sell it..
Another thing... You didn't say if you changed the plug wires. You may have a bad wire and wgat you're thinking is oil is actuaqlly gas.

Sounds like a bad valve seal if it's just one plug. Run a compression check on all cylinders and take the results to your mechanic.

Sounds like you have some internal engine damage or serious wear on that cylinder,it could be a broken piston ring,have a compression check done that will identify a fault on that cylinder.

Take it to a dealer. Unless you are trained in todays electronic engines it is best to let those who have the diagnostic tools do the maintenance
