The Human being is to complicated, to complex. One situation for one, may not apply for another, but with that 60 yr old man, it may be many reasons.
He could be trying to live an old desire, of being with a very young boy. He did say he was gay, and wanted to counsel the boy. The question is to counsel the boy into having sex with him, or not doing it! that has to go deeper into his own motives.
He could still see himself as a young boy who in his own eyes is not doing anything wrong by trying to solicit a young boy. In his mind they are the same age.
Another, would be that he could believe that it is not wrong for an old man, to be with a very young boy, to him, it could be just a number.
People like these would try to reason, explain, or justify what they do to suit their purpose, and when it is as outrages as this, they give themselves the sense, they are not doing anything wrong, simply they are trying to guide those young people, to do it. Overlooking the fact that they are committing an outrages offense.
Instability in their past, which seems to prevent them to see what they are doing is wrong.
But, when those individual get sentenced, they are being treated worse by other prisoners than the one who kills. They are looked upon the lowest of all criminals, ironically by the worst criminals.

I imagine it's some psychological problem. I'd say probably a mix between homosexuality and a need to control. At least, that's what them CSI's keep saying on the tv.
