Depends on atmospheric conditions ,small water droplets form into ice crystals in the upper atmosphere. The moon reflects light into these droplets causing refraction of that light, givind a halo effect sometimes even a 'luna rainbow'

well I hope you dont think the clouds are actually around the moon, because there are no clouds on the moon, but I have never seen what you are talking about. maybe just coincidence that clouds went in front of the moon.
