It depends what services you are running on your computer and how secure they are. For most people it's probably quite safe unless you really don't know what you're doing.

If you have a router connected to your modem instead of your computer then you really don't have much use for Windows firewall.

If you have no other firewalls in place anywhere, such as what comes with your router (if you use one), then you really don't want to disable the Windows firewall.

if you have no other firewall installed, you've just let yourself wiiiiiiiiide open for a hacker to take over your system.
