I strongly recomend Ludwig II castles (Neuschanwstein, Hochenstein, and all other two that i cannot remember) in Bavaria souht of Germany. - Four-Five days
Austria:
Innsbruck (quick stop), Vienna (2d)
Italy:
Venice (2d), Como's lake surroundings (first Near to Austria and second near to Swiss)

18-25 days? I'd highly recomend slimming down your itenarary otherwise you'll be going from one site to another, they'll all blend in together, you won't remember if you saw, "That one castle in Germany... or was it Austria?" you'll be exhaused and if you don't kill your travel partner(s) becasue of a wrong turn off the highway, you'll be suprised. For the most bang for your buck, head south to Croatia. There's lots to see from mountains, waterfalls, castles, a gorgeous coastline, Roman sites, islands. You could easily spend all your time there and at $10-15US per night for lodging, you can't go wrong.

Austria: Salzburg, Mozart's place of birth, beautiful castles, Summer Festival
Vienna: Capital of the former Habsburg Monarchy, worth seeing, castles, excellent museeums, coffee houses
Croatia: Dalmatia with its beautiful coastline, national parks, island (over one thousand of them), island of Pag (if you are you like partying all night), town of Dubrovnik
