Pads should last for 25,000 miles at least, but "glazing" on rotors is not grounds for replacing them. Rotors last a lot longer and the only reason you should replace them is if they're old and thin or they're warped. Glazing can be taken off with sandpaper and is nothing more than built up dust from pads. You should find a new mechanic.

Pads usually only last around 40,000km. Rotors can last up to 3 or 4 pad changes. Rotors can last that long because they you can have them turned or as in your case the glazing can be removed with sandpaper. My opinion is stay away from the dealership, except for warranty issues, and ask around for a good mechanic in your neighbourhood that doesn't make their living on taking people for a ride.

depending upon driving habits etc.., I've seen pads go from 20k km to 80k km with 40k km about average.... Dependign upon being "glazed", he should be able to turn them one time before replacemnt, but in a northern climate with road salts they will usually get destroyed to the point it needs to be changed at the brake job.

Depending on driving habits, local or city driving, the avg lifespan should be about 35000 miles. plus or minus 5000 due to driving habits.
