All of us including THEMSELVES.

I think the poor have a responsibility for themselves.
I was born dirt poor, hunt for your food, make your own clothing kind of poor.
I worked really hard all the way through highschool. I spent weekends reading and learning new things on my own.
I went to college, taking up to 23 credit hours at a time, while working full time all the way through.
I never asked for a handout.
And then I graduated and went to work. I worked my way up, and now my salary is six figures.
So am I not now better off than the lazy man who takes a government handout for his entire life and sits around complaining about how nobody wants to help him?

We are all responsible. While I don't believe in a Utopian society, I think if we all opened our eyes to the people around us in need and responded, we would live in a better place. Some people just need an opportunity of work, or a hand-up, or someone to help take care of their kids.......these kind of things are everyone's responsibility and one day we will have to answer for all the things we haven't done as well as the things we have!

The church. They are mostly responsible for the class system that keeps poor people poor as a control method.
I have just written a piece about this. Take a look it's fun too.
Take care.

The Government has the responsibility to help the poor ,because they are taxing the rich.

Good question. imo:
it depends on "the poor" some are poor by birth and because of their social circumstances they have limited scope to better themselves,This,it could be said is actually caused by the Government, some are "poor" by choice, happy to scrounge without any desire or aspiriations, this also is partly the governments fault as the benefit system in the U.K is non-judgemental and easily manipulated.

Everyone has a responsibility to contribute whatever they can to help the poor. I am referring to the ones whose situation is caused by factors beyond their control, not the able bodied, aho can, but refuse to work, because of sloath. These deadheads should be left to their own devices.

Everyone. The government has more of a responsibility, but everyone should do what they can, especially the Christians, and anyone who makes more than they absolutely need to live on.

Everbody.
BTW double nubbins, I think that you have exagerated a bit here. In fact your exageration is so large it qualifies as an outright lie.
