OK.
1) Download Firefox, Mozilla or some other web browser and then uninstall Internet Explorer. Crappy peice of Microsoft garbage is full of security holes.
2) Download Spybot Search and Destroy, install, update and then do a full scan. If you are still having trouble get back to us.

With fighting popups, You should differentiate between popups that comes from your own computer (initiated by adwares) and popups that comes from outer source (initiated by javascripts by webpages).
By the sound of it, your trouble seems to be for popups from your own computer. You might want to download (and of course install) some antispyware program.
My recommendation on antispyware:
- Ad-aware (http://www.lavasoftusa.com/ )
- Spybot SD (http://www.safer-networking.org/ )
- Ewido (http://www.ewido.com/ )
Remember this little tips forever: update weekly, and update before first using them, and put some kind of reminder for updating.
if for some chance, the popup source comes from a webpages, you should install some popup blocker, Windows XP SP2 comes with a version of IE6 that has popup blocker, but you might also want to try Google Toolbar (http://toolbar.google.com/ ) or Yahoo Toolbar (http://toolbar.yahoo.com/ ), both have decent and free popup blocker.
For popups that come from outer source, it is possible to install other browser that have popup blocker natively, like Firefox (http://www.mozilla.com/ ).
And installing Windows is usually unecessary, unless you've got a really serious problem on purging a really persistent malware.

You have spyware. Depending on the spyware, you can either try a variety of programs like 'spybot: search and destroy' or Ad-watch from LavaSoft, or you can.. and this is ALWAYS a good recommendation if your computer has been compromised... do a reinstall of windows.
Save your favorites, family photo's, all your downloads... burn them to CD. And then reinstall windows. Or get someone that knows exactly what they're doing.
