Because he'd been out-manouvred yet again. All through this crisis Iran has had the diplomatic upper-hand. They're more intelligent players of this game of bluff and they've gradually drawn America into a corner.
So now America has been trapped by its own belligerence and is having to negotiate at last. Yet again, the Iranians are laughing down their sleeves.
America deserves better than the bullying morons in the present Administration. Thanks to Bush America has become a laughing stock across the World.
Iran will be brought into check. They know that themselves - their game is to humiliate America and to win the respect of their Islamic neghbours. On both fronts they've succeeded because Bush's only tactic has been to bully and hector. It failed, of course, bullies are always isolated at the end.

Cause the letter was nothing but a long insult saying Islamic extremism is the fate of the world & everyone who threatens it will die. It was idiotic & he sent it to impress his own people, knowing full well the US would view it as an insult that heightens the chance of war not lessens it.

The one person in Iran who is intelligent enough to read was on vacation so there was to no need to hurry with a response.
