I'd say myspace or something similar. Just tread VERY carefully - if you think you've met weirdos in the real world, that's nothing compared to some of the fruitloops that inhabit the net.
Theres no substitute for meeting people in the real world.

you can always opt for chatrooms like yahoo or msn to make new friends. you will find people from your country as well as people from other parts of the world

http://www.orkut.com , http://www.gazzag.com , http://www.hi5.com , etc. But in order to join these friendship groups, a member of them must invite you. Yahoo Messenger, ICQ,MSN, Jabber, Google Talk, etc. Or just easily look for the word "chat room" in google.
