Its very difficult question cause a small city may not be called a city. It may be termed as town. So a small city for somebody maybe a big town for others. By the way Vatican City is the wrong answer. It is smallest country or sovereign state, not a city.

The Vatican City, the headquarters of the Roman Catholic Church, is the world's smallest city country. Located entirely within the city of Rome, Italy, the Vatican City (also known as the Holy See) is 0.2 square miles (0.44 km2) in area.
