You need to register with a registrar.

www.icann.org has all the info you need

personally, i recommend www.godaddy.com, you just have to opt-out of all the stuff they try to add into your cart along with the domain name. but they have top-notch technical support available 24/7 and decent hosting options as well.

you will need to either purchase supplemental hosting with the same company you register the domain with, or you will have to get a third party provider. I suggest just going with the hosting that the registrar provides (if any) as this will simplify setup greatly.

you can always switch to a different hosting provider (or move your domain to a new registrar) so don't worry too much about being locked into things.
