We have already searched public records using the name we know him by and using his DOB and at the last place he was living(somewhere in or near Adelaide in South Australia). So we think he must have changed his name.

try contacting his friends, perhaps some of them might have contacts that might lead to him. Or try contacting the local government of Adelaide, they might have some records for what his new name is.
Or you might post an advertising on newspaper.
