A Constitutional Republic with a few differences between the Current United states Constitution.

No income tax (a national sales tax on new items only "Fair Tax")

Balanced Budget Amendment

No earmarks on bills (little parts of bills that send pork spending to states with out being voted on)

No entitlements! The government will have no safety net so private charity will be depended on for that.

No public schools the government would pay an amount to all schools biased on how many kids go there Parents will choose what school is best, it will make schools compete to give the best education!

No restrictions on gun ownership to citizens who have not committed a felony

A kind of Empire like democracy. I actually think about what I would do if I ruled the world a lot. So- I'll tell you.

My title would be 'Empress of the known universe'
I would make most of the decisions but would allow a large council (Members elected from every nation by the people (like mini-president people.) People could believe whatever they wanted (Religion and so forth.) But they could not force it on another person. Equal education rights for everyone, male, female, rich, poor. Especially enforced in underdeveloped countries. And, by basic education I mean. Literacy. Communication. Mathematics. As well as agricultural (the building blocks of making world hunger no more.) Also, technology and all other useful kinds of things.
Religious education. (No, not converting everyone to Christianity but instead educating them on it, as well as *all* other religions. So people could choose if they wanted to believe in something, and the myth and fear of other religions would be replaced by an understanding and acceptance.)
As far as, law and punishment go... hrm.
I'm still debating about that. But people who have committed a harsh crime. (Murder, rape, those kinds of things.) Will have to be licensed and watched closely if they get parole. If I decide to allow parole.

A government that was based on freedom, education, and acceptance of all things. Think, John Lennon’s "Imagine". At least as far as the government goes. Separation of church and state absolute. People can do and believe what they want as long as they hurt no one. If they do hurt someone- well, I'm not sure yet, but I'm becoming tempted by capital punishment.
Pot is legalized, with public intoxication limits.
Gays can get married. All that good stuff.

Complete dictatorship under a theoretically perfect leader. I know it's impossible to find such a leader, just like it's impossible for me to own a country.

Communist sounds good on paper but never works out in real life. I'd have to say I'd have it running as a democracy.
