Overclocking depends on the pliability of your processor and the agility of your motherboard to give support to such above normal operating condition. We can't tell you exactly how far you can go. The board manufacturer are giving overclocking options with serious caution. So you have to try it yourself, adjusting the bios and running your computer at the most extreme task and see if can do so without hanging. If it hangs, you have to adjust again.

Your overclocking depends on application you will be running. Yes, you may have overclock it to the extreme but that overclocking may cause your computer to hang if you play this game or render this video application, so its useless.

In my personal opinion, i'd rather run my system at its rating as given by the manufacturer. This will extend the operating life of the hardware. To make the system run faster and smoothly, I'll just turn off all those tasks (which usually run unknowingly in the background) which I dont want to run. A low rated system with few bagage can sometimes run faster than a high rated system with a lot of baggage.

No, there is no overclocking program. Overclocking is a hardware issue. You have to gird yourself with screw driver, go under the hood, and screw that system of yours. :) If you have no experience adjusting the bios, then I suggest, leave your as it is. Overclocking is like learning chinese.

first you must consult your motherboard manual and make sure you can overclock your processor safley
in theory you should be able to safely overclock 10 to 20% of your current cpu speed which would give you a max 500mhz increase bringing your cpu up to 3.1ghz
you must make sure you have plenty of ventelation in you case and it would be a idea to invest in a new cpu fan and even a new case with a rear fan
as a liverpool fan from the wirral,i would really advise you against this procedure though as overclocking can seriously damage the stability of your p.c,but if you want to stick to a 10%increase which would still bring you just under 3ghz

and try riva tuner which can also overclock your graphic card,but again do not overclock your card if it has no fan,as the money you would have to spend on parts if you damage them ,would be enough to buy a better cpu and graphics card

You can get about 5-5.2 GHz but ONLY if you'll cool it enough or else you might fry your processor. Most of the overclocking is made from BIOS on the mother board but beware not to overclockit from tensions(electricly) try to overclockit through the ratio and the multiplying factor.It's safer through theese two.REMEMBER: YOU HAVE TO COOL IT MUCH MUCH MUCH MORE!!!!
