Browser Cache? Start > Control Panel > Internet options > in the General Tab click "Delete Cookies" When you receive a window for confirmation of this click OK.
Next click "Delete Files" When you receive a window for confirmation of this - check the box for delete all your offline content stored locally, and then click OK.

Also, go to Settings "Amount of disk space to use:" Adjust to 80MB (this is the most you should ever need)

1st. don't delete a file with extension EXE.(as the second answerer said) that does,'t clear any cash, instead that may harm your PC.
2nd. i think you need to clear either the cache of the temporary internet or the cache of your files on your pc (the temp files of any Program installations you did).

to clear the temporary internet files in (IE), go to tools --> internet options , in the temporary internet files section choose "Delete files."

to clear the temp folder (windows XP), go to :
C:\Documents and Settings\your account name \Local Settings\Temp, select all files, Delete.

i hope that it's what you need.
