It seems you are an Indian. A minimum of 8k will do for the survival of 4. Which includes house rent, food, travel and all. This is applicable to Chennai, Hyderabad. I used to share with 3 friends in chennai and my monthly expenses were around 1700/- which includes shelter, food, travel and some shopping in a month.

Depends completely on the "Family of Four" and how much outstanding debt they have and what kind of lifestyle they live.

Do they have a mortgage, car payments, medical bills? Do they have to eat out a lot, have expensive hobbies and eat expensive food?

It depends on where they live... the cost of gas, electricity, water, etc.

Note that the "2003 Poverty Guidelines" provided by the U.S. Department of Health and Human Services for a family of four = $18,400.

It really depends where you live. In the UK, if you wanted to be 'middle class' (with the cars and the five bedroom house and the low end BMW or Merc etc) on one person's salary for a family of four, we're talking about £200,000 salary, really.
