Not really - it's just a shortened way of saying "It's always in the last place I WOULD THINK to look" - granted, in the short form, it doesn't make much sense - just my take on it

my theory on this one is, when you lose something think of the first place you think you would look and then think of the last place you would actually look for this item..then go look there..because the item IS there because it is the last place to look...
