This question doesn't make any sense so I am going to guess what you asked.
You can gain muscle mass by working out. A pound of muscle takes up less than half the space of a pound of fat. So you can weigh the small but be physically smaller. A 150 woman who is very muscular will be much smaller than a 130 woman who is all flab.
You will always lose more weight with exercise and diet than you will by diet alone. Exercise raises your metabolism as does muscle mass. Dieting by itself can actually harm your metabolism.
