When I was on dial-up, I would open several different sites after one loaded, so that when I finished reading or posting at the one I was on, others would have opened. There are programs that you can download that claim to speed up your connection... My firewall has told me they were virus or other malware when I tried that approach... Good luck... As others told you, it helps when I close some of the open programs, maybe... If I'm working with a picture editor, while the internet is downloading a page into my browser, it affects the computer response time, rather than the internet...

He needs to strengthen his muscles by learning different moves when he is doing or either after warm ups. That'll give him a boost. Running alone won't work, specially down the hill. If he is older like above 18 he can also go to the jim with a trainer, but I strongly recommend he learns different moves of exercising from a good sports man or couch. He can also try just a few month of Karate, they teach him different exercises and warm ups.

plyometrics will increase his starting speed or quickness
squats, calf raises, and leg extensions will develope the muscles used for sprinting. although he should work the entire body and be sure to stretch after lifting weights so the muscles don't tense up and become really stiff.
also alot of sprint work helps especially with a parachute harness. it is a harness you wear that has a small parachute attached to give resistance while you run.

What you need to do is get on the Football Field one day and what u do is run 50 yards slow and then build speed as u go and then one day get on the track and time your self to see how fast u run your race and see how fast u are

the best thing i do to increase my speed is run hills. (up and down). If you do this everyday, when you run on a flat surface you will go faster because you are used to putting more power into your motions.

Buy a sled and attach a rope both to him and the sled. Have him run a set distance every day, and then every couple of days add weight to the sled and push him to run the same distance at either the same time or within a couple of seconds. MUST be done EVERY DAY!

and running long distances will not make him faster. that will just develop his long twitch muscles making him have less SPEED. He needs to develop his fast twitch muscles. why do people answer questions that they dont know a thing about?
