It's a lovely name for a girl.
I think names can indicate many things: the parents' hopes for the child, a circumstance the family was in at the time, a virtue they want the child to remember, and so on. If someone is making fun of your name, that doesn't mean your name is "dumb"; it does prove they are thoughtless.
