You're right, this cloak of anonymity allows a person to overstep their mouth with statements that ordinarily would not be espoused so freely.
Yeah, civility is the key factor which would allow this medium to flourish. Without it, it's less engaging and right-on.

Who cares . No one . Why does the same thing happen when people get behind the wheel of cars?
Is it phychological?
I think people are just more unafraid. If you insult someone to their face you get the guilt of looking at the expression on their face, or getting yelled at. But on the computer... I guess typed words are less intimating than spoken ones.

Perhaps it is an extension of that person's personality.
With the excitement of anonymity, it could be like "You Got Mail", where you can dish the dirt and not know that the person is living right next door.
