This depends on how long ago the file was deleted and if it was removed from the recycle bin completely. Also, if you have installed or d/loaded a lot of data or files since the file was deleted, retrieval of the file will be more difficult.
However - all is not lost:
There are file recovery programs available which will try to get your file back. Try http://www.download.com for a few free samples. Good luck.

Mac or PC? Sometimes you can go to you recycle bin and find it, and hit "restore," or move it back to its original home. It helps if you know the file path. Other times you can use the "system resore" command in windows... or just cross your fingers and hope that you backed it up!

If you are running windows, you can locate your recycle bin, pull it up, and find the file, right click and hit recover. It should restore it to its former location.
