and although i clean it....it always looks awful

No, when concrete and grout set and harden, then when you put another layer on top it causes what is called a cold joint. The new layer will separate and flake off. You need to remove the old grout and replace it. Don't forget to seal IF needed,there are grouts that do not need sealing. Good Luck

Two solutions. Cut the old grout out, regout and seal. Or use a grout colorant that also seals. Obviously the latter is easier, Assuming the grout is still solid and the tiles are still firmly bonded

You'll want to epoxy seal it. My husband (who is a tile setter by trade) did it to our floors and we've spilled everything from red wine to grape juice on the floors with no stains. I don't think you'd want to put grout over grout and I've asked him about removing grout to re-grout because the grout was cracking and he's always told me you'd have to rip out everything including the tiles. The epoxy sealer should come in colors and would cover any existing stains I'm sure.
