Get the contact, ask them to send to you the rates plus hits on their site. Try few sites, it could be yahoo or any major publications but know ur target group and start comparing the the hits + rates. Ask them also list of their previous client and screenshot for prove.

Book the site after you have finalised and get ready with the artwork in flash, animated gif or rich media...depends.

Send them ur creative plus the link you want it to be when they click on ur ad...preferbably straight to the site that promoting your products.

Ask the site owner for your id to monitor the click thru on ur ad along that period of time.

I'd start with paid cost per click programs on the big three - Google, Yahoo, and MSN. You'll be able to manually decide what keywords to buy, set your bid amounts, and track post click conversions to your site. If people are looking for your services, that's where they'll start.
