T=.00139x^2+.0304x=1.25

maybe you meant

T=.00139x^2+.0304x-1.25
or
T=.00139x^2+.0304x+1.25

?????

X=1.25 should be the distance traveled in time T.

So plug 4 sec in and you will get a new x...x=53.44 meters

use the formula x-x1 = 1/2(v1 + Vfinal)t

( this will only work if the car is starting from speed 0)

so...
53.44m = 1/2(0 + V)4
53.44m= 1/2(V)4
53.44m = 2(v)
26.72m/s = V

change to mph which should = 11.9462 mph

Just put in 4 for t (you put x but use t).
f(4)=.00139 * (4)^2+.0304* (4) = 0.14384 mph
