is it a V-8 ? did you install a V-8 ignition rotor or a 6 cylinder ignition rotor.?
They look the same but the 6 cylinder rotor is shorter causing a larger airgap to the distibuter cap and hence hard starting mostly when there is moisture outside. I have seen this more times then I can remember. Check it out! The V-8 rotor and the 6 cylinder rotors are marked v8 or 4-6 respectively if you bought ford, motorcraft or other "GOOD" parts.
the way to make sure is remove the distributor cap and rotor, turn the cap upside down and put the rotor in the cap upside down, line up the center pole of the cap to the center of the rotor, then check the end airgap between the rotor and one of the cylinder poles. There should be a very small clearance between the two. If the clearance is large like 1/2inch or so, then you have the wrong rotor installed.

Ignition Control Module...it's on the distributor. No doubt about it. I used to keep an extra in my glovebox for an '88 Bronco. I'll bet sometimes it won't start for 10-15 minutes just out of the blue sometimes too, and when it does, it was like there was never anything wrong.

Trust me...grab one of them.

yes water is leaking under the distributor cap. find some way to seal it off. This happened in our shop earlier this year and it was causing the spark to go every which way instead of where it should.

start it in the dark spray a mist of water arount the parts listed above the faulty part(s) will have small sparks

Have you checked for any bare wires?
