The Silver Surfer easily. Thanks to the power cosmic, he has strength on par with Hulk & Thor, can travel at warp speeds, & is very resistant to injury. He can also survive without food, water, or sleep, & can use his energies in a variety of ways, whether it's to fire bolts of energy or to transmute matter & energy. No offense to Iceman, but he isn't in the Surfer's league.

Well Silver Surfer is like invulerable and can surive the cold of space. soo all iceman can do is give him a little forst bite. where as Silver Surfer could kill Ice man without trying.

He probably has no moisture inside him and is astronomically strong. Iceman would be a puddle in seconds.

Let's review their powers, shall we?
Silver Surfer's powers: Control over the four fundamental forces of the universe (gravity, electromagnetism, strong & weak nuclear forces), granting him manipulation of all forms of energy (including heat energy) and matter.
Iceman's powers: Heat energy manipulation
Pretty obvious that Iceman will be knocked out in planck seconds.

if you think about the AOA iceman, he would win. this guy can deconstruct people on a molecular level and turn them into puddle of water, using moisture molecular inversion. silver surfer would a big chrome puddle in space, and no corny-*** jokes would be made like the regular iceman.
