I think, you should ask somebody out there. It can be that the only way to go is to burn the body somewhere, where it is not prohibited to do so. But I would rather dig it down into the ground (not the sand, because it could be not safe enough). Ask somebody. And don't forget to wear protection gloves while you're doing the burial. Be safe!

Bury your cat probably in it's favorite place like the backyard if it's an outdoor cat. "Maybe in it's favored snoozing spot, for instance. If not, there are pet cemeteries where cremation or burial can be carried out."

bury it under a tree and make the grave full of flowers and find a stone and write the name of the pet and the date it died

You can't. Legally,
It's illegal to bury any dead creatures in Singapore.
You have to have it professionally disposed of.
